Job Title: Human Resources Director

Reports to: Executive Director

Location: Westminster, VT

Compensation: $75,000 - $85,000/year

Southeastern Vermont Community Action (SEVCA) is a dedicated 501 (C)(3) nonprofit organization with a 60-year history of executing programs for the people of Windham and Windsor counties in Vermont. Our programs include Family Services, Head Start Early Childhood Education, Weatherization, Emergency Heat and Home Repair, Tax Support, Financial Coaching, and Microbusiness Development.

Job Summary: The HR Director is a newly created role for the Agency and is responsible for overseeing all human resources operations within SEVCA. Will develop employment strategies, provide guidance to the Leadership Team, and ensure HR needs align with organizational objectives. Additionally, the HR Director implements and monitors relevant initiatives and ensures compliance with employment laws and regulations. Lastly, and as importantly, the HR Director develops and maintains relationships and processes to ensure they are in touch with day-to-day work life at SEVCA. The HR Director endeavors to enhance and to support a healthy and productive workplace for all.

Responsibilities:

· Collaborates with leadership to understand, implement, and oversee the organization’s Human Resources strategy in alignment with agency priorities

· Evaluates current systems and processes and develops and executes plans for HR programs including, but not limited to payroll and timekeeping, compensation, benefits, leave policies, performance management, recognition, engagement and training and development.

· Develops and executes a plan for hiring and onboarding. Ensures new staff feel welcomed and well-supported while navigating the onboarding and benefits election process.

· Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.

· Maintains knowledge of trends, best practices, and regulatory changes in human resources and employment law; applies this knowledge to communicate changes in policy, practice, and resources.

· Develops and implements departmental budget.

· Creates process for collecting evaluating and reporting on HR metrics.

Qualifications:

· Understanding of, and strong commitment to the Agency’s Mission.

· At least five years’ Human Resource experience with thorough knowledge of employment-related laws and regulations.

· Experience with selection, implementation and management of HRIS and talent management systems.

· Excellent organizational skills and attention to detail, excellent time management skills with proven ability to meet deadlines.

· Takes initiative, demonstrates accountability, requires minimal supervision, and consistently seeks opportunities for improvement.

· Exercises strategic thinking, solid judgement, and exhibits robust analytical, problem-solving, and critical thinking skills.

· Strict adherence to confidentiality rules, and proven ability to maintain tact, confidentiality, and discretion.

· Proficient in Microsoft Office Suite; experienced in budget planning, oversight, and reporting.
